And may even have seen it pulling up towards that holding point, but he is coming in with a landing speed at 122 knots (223 kph) with engines close to idle. He needs 5-10 seconds from a toga command for the engines to spool up to something he can use to pull up again. He may have seen it but had no chance to avoid it.
There’s a longer version of the video that shows the Coast Guard plane entering the runway and lining up around a minute before the crash. It was stationary for around 45 seconds.

From what I’ve read, the newer LED runway lights are very bright, which means that the Head Up Displays need to also be cranked up in the cockpit. This would have made it more difficult to see a relatively small plane already on the runway.
