JAL (and the Japanese Airline Industry more widely) suffered a catastrophic loss of public trust after the crash of Flight 123 back in 1985. The waiver policy does seem generous, but I’m sure JAL will be doing everything they possibly can to retain public trust and goodwill (even though it is already fairly clear that they were not themselves at fault).
