You are repeating what was posted in post #1 and what the purpose of this thread is.
Nothing has changed from the Nov 24 announcement, AFAICT.

Norway was added to the countries that can benefit from the 72/144-hour TWOV around the same time, and Tourist Visa L has been made easier for applications in the US since, but everything else is about the same.
