Nikkei published an ATC transcript released by MLIT (translated into Japanese) showing that JA722A read back the taxi instruction to the hold short position. Unfortunately I can't find the original transcript anywhere and it does not seem to be on the MLIT website. Same article quotes the Coast Guard saying that the pilot
believed he had clearance to take off.
