My experience as a VA Gold is that UA tried to charge me for a bag when I checked in online, but at the airport the kiosk gave me a free bag as expected. I only checked one bag.

Unfortunately now I am VA Silver and surprisingly that doesn't include any checked baggage... so pretty useless really
