I am sure we will hear more about the validity of these statements soon.
They should initially be asked to remain seated in a case of fire, as the crew needs to be certain which exits can be opened. If the PA system was out, maybe the phones were as well, and confirmation took a bit of time. In the end we will know what was right and wrong. But I agree it is a daft question to ask now, as no one knows what was appropriate or not.
