For two Marriott Bonvoy brands -- Four Points and Aloft -- the Welcome Gift for Platinum Elite and above is a choice of: 500 Points per Stay

or breakfast in restaurant per night of Stay for Member +1. It's the member's choice, not the hotel's choice.
Consistent with other hotels of the same brands, the breakfast should include typical breakfast food, as non-elite guests would order, along with juice, coffee (which could be lobby coffee), and gratuity included. Although these details are not specified in the Terms and Conditions, this is the reasonable interpretation. If this were not the case, it should say so. A partial credit is not the same as breakfast.
For three other Marriott Bonvoy brands in the United States, Canada, and Europe: -- Courtyard, AC Hotels, and Moxy Hotels -- the the Welcome Gift for Platinum Elite and above is a choice of: 500 Points per Stay
or U.S. $10 F&B credit per night of Stay for Member +1** (does not accrue during the stay). In other words, at these brands, there is no expectation that the credit is sufficient for breakfast. Also, the F&B credit can be used for other F&B instead of toward breakfast.
Perhaps the manager at this Aloft came from a Courtyard and is unaware of the difference (although a manager should be aware). More likely, the manager has decided it's good business to insult elite guests, even at the risk of alienating them and driving them away from the Marriott Bonvoy program.
I would recommend contacting a
Marriott Bonvoy Lurker. Rogue properties that fail to provide published elite benefits, such as Aloft Beaverton, Oregon need to be called out and brought into line.
