Not sure about 24 hours before - you can try, but I would think you would stand a better chance when you get to the airport, once the flight has been handed over to airport control.
The 24 hour mark is when there is 'airport control' of the flight, which runs alongside online checkin. When our daughter was of bassinet requiring age and I was warned that there were multiple bassinet requests, I popped to the airport the day prior and the seats were confirmed and checked in for us as. (We were staying in a hotel near to Heathrow)
As you mentioned Nick, priority for the bassinet positions at least, will always be given to passengers with small children, before being opened up.
