There is no rhyme or reason when upgrades will be released, in either the saver or advantage category (the latter requiring more miles as a tradeoff for supposedly better availability). You can always waitlist, but note that you need the miles in your Krisflyer account to do so, and if the waitlist doesn't ultimately clear you won't be able to transfer the miles back to Capital One.
