We recently stayed at the Grand Hotel Powers (https://www.hotelgrandpowersparis.com).

Good location for shopping (one street away from the Champs Elysee) and exceptional views of the Eiffel Tower from the Level 6 suite (with views). Service was exceptional.

Only caveats would be:

1. Not a huge amount of local restaurants nearby (i.e. Le Marais type restaurants)
2. In-house restaurant is "fine"

Price was good compared to some of the major properties.
