It’s… somewhat worse than that. If you exit the airport, you will not be allowed to re-enter the departure area until 3 hours prior to your flight. You’d have to hang out in the shops and restaurants upstairs. But… I’m not sure about “relax[ing] in the lounge instead.” For one thing, the lounges at MNL aren’t particularly relaxing. For another, the Royal Silk lounge — which wasn’t all that great in the first place — is over at Terminal 1 (and closed, since Thai flies out of Terminal 3 now). Thai is contracting with Marhaba for lounge services, but they have a three-hour lounge limit — I really doubt they’d let you in 6 hours ahead of your flight. You might be able to use the SilverKris lounge, but note that it will be closed from 9 to 11.
