I know my own (non-US) carrier restricts ex-international WiFi calling by way of geoblocking (annoyingly). They sell the service primarily as a way to overcome cell black spots at home and in buildings (where many customers will have unlimited free minutes so it’s cost neutral whether the call uses WiFi or cell), whereas using it to avoid roaming charges when travelling internationally I guess eats into valuable revenue.
