And Delta has resumed accepting pets as cargo (at least according to the website.

So normal pet shipments have not resumed.

While booked on the same flight with pet as cargo, there is no connection between the passenger and pet. I believe pet as cargo has priority but there is no guarantee they will stay on the same flight especially if there is IRROPS.
