Correct. The "Cancellations Permitted" text in the Penalties section as above is what indicates refundability and it's all you need to focus on. It's simply airline speak for refundable fares (all airlines use the "Cancellations Permited" wording). You won't actually find the words "Refundable" in the fare text. It is what it is.
So all airlines would use this? If I searched UA for example, wording should be the same regarding cancellations?
