Correct. The "Cancellations Permitted" text in the Penalties section as above is what indicates refundability and it's all you need to focus on. It's simply airline speak for refundable fares (all airlines use the same "Cancellations Permitted" wording). You won't actually find the words "Refundable" in their fare rule text. It is what it is.
