think what you are missing is that the first sentence you highlighted (effect for flights...) applies to the previous section, i.e., fights booked on AS.com. The next highlighted sentence is not "effective 1/1/2024" - it's true now. At least that is how I read it, and I think it's a very confusing way to post/write/format this information.
