Preferred are just the ones further up the cabin that they charge for. 'Preferred location' would be the correct term.
The bulkhead seats at the front rows of an area, in bassinet locations etc, aren't released until 24 hours before the flight and even then, are normally allocated at the airport. Passengers with small children requiring a bassinet location can request these in advance and will normally be prioritised for their groups.
Then I guess, no reason to pay extra, when seats are still same.
If I book my free 'economy' seats now, I should be able to ask 24 hours before flight, if bassinet location is not given to anyone, and if they can change our seats to those, I guess?
