In my experience, AF/KL has in-app baggage tracking, but it doesn't exactly track your bag. Delta's app taking is very good, but once you're in codeshare territory, they don't have the data (or the responsibility for lost/late luggage). I recently got into a discussion with a lounge agent in AMS about my bag, which she insisted, from her KLM data, was being loaded onto my connecting flight in Europe. I maintained, however, that the Delta app's information about it still being in ATL was accurate.
I ended up winning that debate, alas.
By the way, that's all well and good, but airline regs are only part of the concern. There are also export controls, which are notoriously fuzzy. You never know when, in your home country, a regime friendlier to Uncle Vlad will come into power and start making things difficult. Better to say sports equipment for a local biathlon meet.
