You should be OK on a 739, so long of course as your seat isn't in the bulkhead row. UA's policy is that pets can't be up front in the Polaris-style front cabins (though they do allow in the 753--are there any of those left that aren't lie-flats?).

On the 737 Max 9, they state that the carrier can't be taller than 10 inches, but otherwise, the domestic 737 fleet is fine for anything except bulkhead seats in F.
