One thing to keep in mind is that there are two points of potential rejection at a US security line: the entry point and the actual TSA station. The people manning the entry point of the security line are not TSA officers and are generally employed by a company who has a contract with the airline or airport. In my experience these people (and/or their supervisors) make up their own rules in terms of who can access the security checkpoint. So while TSA may allow access at any terminal, the "line police" may try and stop access. That could be the disconnect you read about at Terminal 1 (I recall a thread in the AA forum of this happening at JFK T8 as well).
