I agree with brunos and travellingjake
With a c.2 hour transit, you effectively have only one hour from scheduled arrival to have passed through arrival formalities and rechecked for your next flight. A short inbound delay (say 20 mins) plus a bus gate (say 20 more mins) plus walking time and even a minor wait at immigration and baggage reclaim and you'll be looking for your credit card to buy a new onward flight.
A gambler might risk it if travelling hand baggage only (although that only de-risks the immigration queue element) but most would see that as risky too. As would be hoping to ask the transfer desk at DOH to re-tag your bag. If they said yes, by that time your bag would already be on or en route to the main reclaim belt, and by the time ground staff have had time to send someone spare to find it and do the necessary you may easily be airborne again, with no luggage.
Your best bet is to build in a longer transit if travelling on separate tickets. Or save the voucher for another day and book it as one ticket.
