Singapore has a very similar system. Gate Agents at departure airport do not check to see if you have completed the form. Frequently I only remember to do it as the plane is taxiing to the gate at Changi. There are computer terminals in the air side of the immigration hall at Changi, and the Singapore immigration officials/helpers direct you to these if haven't already filled the form in. In a way it makes sense, you used to be given a card to fill in by the cabin crew.
But, will Malaysia be the same? Who knows.
