Personally I use them like chafing dishes. I find the direct heat usually "cooks" whatever is on the bottom if I don't add water to the point it can sometimes "burn". I usually fill a few mm above the bottom of the food tray. Keep in mind, I also warn my guests that the frame can be hot as well. For the few hours it is required, it's sufficient. Of course it also depends on what you are keeping warm.
