Many countries require full immigration, customs and biosecurity physical checks at first port of entry. Even if Xrayed, checked by sniffer dogs, etc behind the scenes. Not that unusual.

I didn't say ALL other countries do not do this. However, looking at what they do/don't do here in the US when you re-check the bags, I don't fell any more safer doing it. It's more of "security theater" here in the US.
