As far as I understand, the person whose name is on the PNR should file the claim. Who paid for the ticket is irrelevant, what if, for example, you won the ticket in a raffle? It's the inconvenience of the travellers that's compensated for. Same for issuing agency, whether your travel was disrupted or not, they have no loss out of it.

A is a resident of Sweden, B (and C) are Indian residents and citizens, and the airline is German.
The first two are irrelevant, the only thing that matters is where the airline is headquartered, because if they reject your claim, you can appeal and file a claim with the relevant ombudsman
