Probably not. Passengers weren't informed before arrival nor at check-in when I was flying into SIN/MRU. MRU was a bit crazy with a few computer terminals and they are asking a lot more than MDAC/Singapore. I have a feeling this MDAC might be a precursor to opening up the e-gates to more nationalities or for repeat visitors. Or the more likely reason - to pass the immigration officer's paperwork burden to the traveler
