I like that question, it seems like exactly the right one: what exactly is their intention. None of the above seem likely but I don’t see any other options. So I’m going to steal your question and ask them when I get there. I’m intrigued what their answer could be.

(Historically in the past half dozen years they’ve always tried to charge me more than the difference between the published prices of the rooms I’m upgrading between, but have then always provided a discount when I’ve pointed it out and asked them to reconsider - but this was the first time I’ve been left utterly confused.)
