2. DL says I won't any earn mileage on Basic economy ticket, but is that true for the international segment on the partner airlines as well? I am guessing so since DL will handle the ticket. This is one difference from booking with the partner airlines that allow you to accrue mileage.

If you are looking at KLM Light fares, they do not include seat selection just like DL Basic Economy. Definitely no mileage earn on either DL or KL metal when purchased as a DL E fare with DL marketing codes on both DL and KL flights.
