Don't know about the probability of rates dropping, but Vegas is traditionally packed over SB weekend even when the game isn't in LV. Now, not only do they have the usual SB crowd, but they also have the people that would otherwise be at the game somewhere else. The events surrounding the SB are big too, even many people who don't have tickets to a SB game will make their way to the venue at some point during SB weekend.
