Refresh may have been the wrong word. I've seen the screen you're referring to (I think it's when you leave the same QR code opened for too long?). This was something different - I actually got an Android notification from the app saying my mDL had "expired" (May not have been that exact word, but something like it) and in order to download it again I had to go through the full process of taking photos of both sides of my physical DL, the photo verification process of myself, and then waiting a few minutes before the mDL was available again.
