Fortunately with the 30Kg baggage allowance on Emirates, its a good idea as you'd recommended. I intended to travel out lighter so I had spare allowance for the return from Bangkok and a bit of shopping. No harm on loading up with booze that wont be coming back eh!
I am afraid you are right, I think the sealed bags are around for ages However, it seems for TSA that works only in combination with an international flight (and only possible since 2014):

We recently brought some white wine bottles into Abu Dhabi as we were not prepared to pay all time the prices for booze in the St Regis. Just make sure that you wrap the bottles in some clothing, baggage handling is sometimes rough and you don't want them to break.
