There are no plans to build an additional US CBP facility in the newly constructed terminals. International arrivals will continue to arrive at T2 and the aircraft will depart from there (if the carrier currently operates out of T2) or be towed to T1. I would guess there will eventually be a connection between the terminals, but that will likely not happen until the next phase of this build (when the existing T1 is demolished and rebuilt).
