There's a Representative Authority Form on CEDR's website where all passengers sign and provide evidence, and that then allows CEDR to treat multiple people in one complaint. If you call up then they will email you a copy, but it is on their website. Obviously you can scan in postal evidence and attach that, you can also submit CEDR complaints via post too (but it's clear they don't like that). And the reason for the inconsistent approach is that they get several hundred submissions every day and multiple agents work on them, with inconsistent outcomes as a result. Anyway give them a call and see if they can simplify this for you.
