In my experience, I've been able to use (apply) upgrade vouchers until the day after stated expiry, without CS interference.
However, my vouchers were issued on the old system (where they align with membership year), ie expiry was said to be eg. may 31 and was usable on june 1. It ought to be the same with these mid-month expiry dates, but YMMV. Could be goverened by different logics and thus behave differently.
