No, it has always been civil aviation on both - I have many memories of arriving on the farthest runway, having to cross the taxiways the golfers cross, as well as the inner runway to get to the terminal (all before Swampy)
after Swampy opened, Don Muang actually closed for civil aviation and the runway were used just by the Royal Airforce...
but some months later, this decision was reverted and it opened as DMK mainly as regional LCC hub
