TG is a specialist at making pax board or deplane at remote stands even at its hub, so I would not expect TG to figure out how to create clear expectations of which flights depart from/arrive at S1.
A new terminal is also planned. A satellite is obviously much faster to build than a whole new terminal. I don't have the data so maybe you are right that this is causing more congestion at immigration and baggage claim, but BKK always has plenty of arrivals at remote stands so it's possible S1 is merely providing jet bridges for those flights and not necessarily inducing more traffic at peak times.
The plan was to increase flights and the way they have had issues with the immigration and staffing is the biggest issue. As with everything in Thailand it is all politics and which Minister is in charge of Immigration. Right now he calls the shots.
