Some airlines offer miles only redemptions but many of these are dynamic pricing now. I looked at using some Aeromexico miles and in the dates I wanted it was 160k each way in J from Mexico to London. I'd have to spend a lot more than the BA fees to earn that many miles to get it for "free".
Each system will work for some but not for others. BA's system is not good for US market, but better for others.
You can include ex-Canada in with the US. The fees make UUA from WT+ to CW TATL a non starter now when it used to be the sweet spot for me of the BAEC program. I was going to say ex-NA but I'm not sure whether it applies to flights from Mexico as well. But then again biz fares are also generally almost twice as much if purchased from Canada to Europe as in the other direction. I'm in the fortunate situation now where I positioned to Europe on a one way redemption and now buy all my TATL CW flights ex EU or UK. The annual savings are substantial
