Some airlines also fly smaller planes that are not certified to carry so much load in the overhead lockers. For example Finnair subsidiary Norra has ATR72s that can only take 8kg bags in the lockers. Would be impractical to have different carry-on weight rules for different flights. BA clearly don't have this problem.
