If your AA flight is to YUL and your WS flight is departing from YHZ, I don't see how that would be an interline connection. If you have to check in with WS at YHZ and you aren't connecting to AA at FLL (I presume), I don't see why WS baggage rules likely would not apply (so definitely 2 bags, but I don't think you'd get 32kg).

My ticket clearly states 2x32kg for WS sectors as well. The ticket is a contract and issued by Qantas; West jet clearly accepts this Qantas issued tkt as I have confirmed reservations on their flights. As a passenger it's only my responsibility to adhere to ticket rules and what is stated. I have no say on whats written on it.
