Upgrade Using Avios (UUA) is rarely a worthwhile way of spending Avios. You are usually better off booking a cash fare or redemption in the class you actually want to travel. A redemption can save you huge amounts of money compared to cash fares.

This is just the way it works with BA. It's similar to how elite members don't get upgrades to spare seats in premium cabins, as happens on US carriers.
