This seems unlikely - if a hotel is all inclusive (as opposed to having an all inclusive option) then they have no way to charge for regular meals.

I don’t do all-inclusives, but breakfast only rates seem to be a thing in Europe. I’ve seen the same with Hyatt’s recent additions (Alua, Dreams, Secrets).
