Air NZ have never had a 24hr policy for flights excl those to/from the US under DOT rules as mentioned above.
They do however offer an same day cancellation policy for flights to any destination both international and domestic. This is not listed in their T&C but has been the case for many years and exists primarily so it's easy for staff to just cancel a flight if a customer makes a mistake or has a change of mind after booking.

It seems likely that those that have previously been able to cancel 'free' had done so on the same day.
