I had the exact same question about 3 years ago. Sorry to be the one to burst your bubble and/or dash your hopes against the rocks but the CliffsNotes answer is “no”.

As per the thread title “AmEx Targeted NLL cards offers”, with “targeted” being one of the 2 operative words, these offers (for the most part) are targeted, via snail mail, email and/or pop-up upon Amex account login. This thread has never definitively identified the secret sauce to AmEx’s targeting. (The vast majority of discussion on this thread is about NLL biz gold cards and/or NLL biz plat cards.) The only factor that’s been legitimately postulated to engender targeting is (increased) spending on other existing AmEx biz cards. BBP (Blue Biz Plus) has been a good first AmEx biz card for some people; no AF, keeps MR alive, 2MR/$. Considering once targeted one can end up opening 3 or 4 or more NLL cards per year, biz cards are preferable as to NOT affect Chase 5/24.
