When I noticed I only received 153 points for the stay I called My Hyatt Concierge and asked why I had received so little eligible spend. She told me that when you stay on free nights you don’t earn eligible spend on anything, but they would help me with a “one time courtesy”. I was confused and asked if she just meant for the room upgrade, and she said no, we shouldn’t earn any points when staying on points/free night awards.

Anyone else have this experience? I thought maybe they just missed our incidental spend and perhaps room upgrades weren’t eligible, but I checked a previous stay where we did a cash upgrade and we did receive eligible spend for the upgrade (minus taxes).
In my experience gift shop purchases “Merch” doesn’t count as eligible spend even if you can charge it your room. Along with that there’s some restaurants at Andaz Maui that do not count either as they do not participate in World of Hyatt such as Morimoto.

But yes when paying an Eligible Rate, which award stays are, then you can earn points on incidental spend assuming the restaurant participates.
