I have some new experiences. I have three USB VGCs purchased from Kroger. I tried all three of them to purchase an MO at the local Kroger store. None of them worked. I later heard that USB has banned the cards from being used in Kroger for MOs. Today, I used one of the three CGVs to purchase a cabinet from HomeDepot. The transaction did not go through. I then used the same card to purchase a HomeDepot GC from TCB. the transaction still did not go through with a message reads "Your payment has been declined by your bank." I then called the bank and talked to them. They admitted that they have put a restriction on all CGCs to prevent fraud. They said that they put an "exemption" on this card and I could try to use it again after one hour. Waited for one hour and tried to use the card on HomeDepot and TCP. None of them worked. I then went to the local Walmart and purchased a $499 MO, Surprisingly, it worked smoothly.
