Yes had done Health Pass for arrivals. The system is shambolic. It offers an update option that just freezes. So just start afresh to save wasting time.
Never filed for departure as didn’t know necessary. I was never asked but my Filipina partner was sent away to refill even though we were only effectively transferring the same day. So why her arrival pass was still not acceptable beggars belief.
You are supposed to file for departure - that might have been the root cause. Why you were not also asked I don't know. They can be sticklers here for things like that, while at the other time sloppy. I've long since stopped trying to understand - just smile and go with the flow
