This was our understanding of *A rules as well, but not what we experienced.
We were traveling in business class between EWR and Canada. However, EWR agents insisted non-UA*G only gets 2 bags in business class (standard allowance, no additional bag benefit). They were trying to charge us $200 to check in a 3rd bag.
