The (very short) update to my saga above is that, when I wrote in asking whether they could process a further refund request for the same issue via e-mail or whether I had to submit a new case via the web form, customer service told me that, upon further review, they never should have refunded me in the first place since it was an Aeroplan ticket and it was subject to different rules. When I wrote them back pointing out both the detailed fare rules and the website, I got a response acknowledging this discrepancy and saying they would refund me after all. They also claimed to have passed it along the chain to have the discrepancy corrected.

Whether they plan to correct it by changing the fare rules and website to add these fees, or fix the system to match what they have been promising customers, I'm not sure.

If I were you, I would write in to request the refund of the amount that was over-charged, and cite the detailed fare rules - which, if you haven't saved them from this booking previously, you should be able to replicate by going though the steps to make a similar new booking on the website - as well as the relevant page on the website that lists the applicable fees.

When you say "AE lowest", do you mean Business Lowest? If that's what you mean, and it's domestic, I would expect to get charged $100 + tax and then to fight it out afterwards, as I've discussed above.

Those aren't the fare rules. It's a mishmash of a few things. The PDF contains reference to a link to the "complete fare rules", which often doesn't work. If one were really diligent, they would PDF and save the fare rules shown on the payment page just before completing every booking. The PDF says nothing about SDC.
So as an update...the flight I SDC onto (AC 457) ended up getting delayed and delayed to the point where AC 459 was now looking to leave 35 mins earlier, so called Concierge, got moved no problem onto 459 and when I got the confirmation email I also got a refund notice for the SDC change fee...never mentioned that to the Concierge so not sure if she did anything (I don't think so) or if the system just refunded it automatically.
