I do that because personally I think it's reasonable to give the hotel a chance to offer me the gift. If they don't and I had a bad stay, I would feel that I have a much better ground to ask for the compensation. Initiating something like this may incur confrontation which most people don't really want (I think Marriott knows hence it's in the T&C).
