There is a small burger chain in my area who does this and bases it as a percentage of the order. So if you go in and order a small fries it costs about 2.85 they hit you with a 4% to go fee so like 11 cents not even worth wasting time over. The small fries uses the same paper to go box, plastic bag, and napkins as if you order a burger and fries (that comes up closer to $15) and they hit you with a 60 cent fee on that order. If you order burger and fries it is the same exact box and they put the burger together with the fries.

The Black Angus chain in CA seems to be adding a $1.99 fee to all to go orders for "to go packaging fee."
These percent based packaging fees make no sense. Do I get charged the same fee if I dine in and ask for a box to take home leftovers? No. It’s the same packaging. It’s clearly a revenue generator since I’m not dining in and ordering more stuff spontaneously.
